Hello! Using the latest released 2017 firmware (updated yesterday), also did a complete factory reset... I noticed when logging into my camera from the browser, or the OS X Surveillance software.. it's streaming as 720p. I log into the settings, to where I change it back to 1080p under the encoding ...
