IP Camera 721UK keeps rebooting

Hello,

My ip Amcrest 720P camera keeps rebooting every 2 to 3 minutes and I have set to factory reset but still doing the same. I have tried downloading latest firmware but cant get it to load.
any help would be welcome the camera is about 9 month old.
