HDSERIES IPM-721 keeps rebooting

I ordered two IPM-721s camera on amazon.ca and one camera keeps rebooting.

It got an ip address that I can ping while it is not in a rebooting process but there is no web interface responding. The reset button stays red. I tried a reset and no success.

I tried swapping power supplies, no success.

The working one displayed a message to upgrade from number 2 to 8 and did it successfully.

The other one is going back to amazon

It looks like that camera is faulty. Please get it replaced.

It is on its way back to Amazon Canada. Too bad because I got it at 75$.
