Frame rate of IP8M_2496EB keeps dropping from 15 to 8

I have the 4K camera IP8M_2496EB

I set the frame rate to 15 FPS but soon after setting and saving, it drops to 8 FPS and all the recorded videos show 8 FPS when I check the properties of the mp4 file.

It is not on the cloud. No NVR. Uses the SD card.

I dont care about live streaming. I only want the highest quality recordings and hence the highest setting. I have also not enabled the sub-stream. I use IE on Windows 7 for the web interface.

Any idea why this happens?

I have another identical IP8M-2496EB. I have also set that at 15 FPS, uses the same SD card and it always stays at 15 FPS.

BTW I dont want to use H265 as the 4K camera does not allow me to download the videos if I use H265. I had reported that issue several months back. So please do not debate that issue in this post.

Already know you don't want to hear it.. have you tried Resetting the Camera back to Factory.. It might be in a Glitch that needs a Reset... Just an Idea

Another thing it Try.. Change over to CBR Over the VBR.. Just an idea...
