Dash Camera ACD-830B Date & Time Changes by 13 hours to CST (China Standard Time)

Car DVR (Dash Camera) with the optional GPS

After power-off/power-on either or both the date & time will be changed.
It seems that the time advances 13 hours and if that ends up the next day then the date is also changed.

The time it displays would be CST (China Standard Time).

The battery indicator is showing fully charged while plugged into my home desktop.

It's running the latest version of the software V9.2016.0818.V0.5

I also tried to set the time/date back any number hours/days then power cycle the camera.
It always advances the time to current time (EST) plus 13 hours.
