Converting or opening IDE storage file on DVR Storage Device

Is there a way to open this file with a third party application besides pc-nvr? I would like to be able to upload and view my video file on a 3rd party cloud. If not is it possible to install pc-nvr on another workstation and open the IDEFile that is being automatically uploaded to a 3rd party cloud?
