I don't know the rules on this site for adding web links, so I'll just say there's an interesting article on helgeklein dot com (search "browser video codecs") on the hardware requirements for H.265 video. I have a video card that has hardware support for H.265 (gtx 1050 Ti) but my processor is amd, and it looks like amd cpus do not have support. I don't know if this matters, yet. Still trying to figure that out. The article says the gpu can essentially do the grunt work, but only as long as other pieces of the system are in place. It's those other pieces I'm going to look into. I might go test my camera at my brother's place - I think he has a recent core i7 cpu (if skylake it will support H.265) and I know he has a legit video card. btw I think that Xeon cpu does not have hardware support for H.265 (I think...not totally sure) and your amd video card does only if it is a Polaris or Fiji family or later, I believe.

The thing that's tough to figure out is, I'm close on the H.265. I can see the video, but it has glitches and slowdowns. It's hard to believe amcrest would have an H.265 option and at the same time not be able to flawlessly encode the video. And since I ruled out my network as a problem, that leaves the decoding and viewing (cpu, gpu, software decoding, browser, etc). At least that's my latest thought.

solved, just got this reply from amcrest tech support:

I am sorry to hear that, I apologize for the inconvenience, but as per the specs sheet for the IP4M-1028EW is only capable of H.264 & MJPEG dual - stream encoding, it does not have the ability to reach H.265 compression. For more supplemental information on this camera, I have attached a copy of the camera's specs sheet to this email thread. Additionally, the max resolution for this camera. for 4MP is 2048×1536 @ 30 fps. I hope you found this information useful, please let me know if you have any other questions or concerns and it will be my pleasure to assist you anyway I can.

I followed up with a question, why can I choose H.265, but the answer probably doesn't matter. And I'm not going to pick on them for their chat service, which told me in an online chat weeks ago that the camera supports H.265.
I have my answer. And I scanned amcrest's other product offerings and it looks like only some of their bullet cameras support H.265, and those aren't for me, because the IP4M-1028E's 118 degree viewing is a must have. So, guess I'm buying a bigger hard drive!

Good to have the answer.

Yes, quite interesting that the option for H.265 is present, and it obviously does something because it slows down the stream, and yet they say it doesn't support it.

FYI, the IP4M-1026E bullet cam has the 118° viewing angle. That's mostly what I have, both in the wired and wireless versions, although as I pointed out previously, mine are all wired. However, it doesn't appear to change the H.265 issue - the option is available in the settings, but appears to function just like the one IP4M-1028E I have.

Good to know...and I just received a reply on my follow-up question. Tech support said the chipset supports H.265, and it may be available in a future firmware update. Which would be nice if it happens, since I'd like to add more cameras over time and minimize hard drive space. Maybe your cameras are in the same situation with the 1026 model.
