Can you use IPM-721S completely offline?
I am looking to setup these cameras to monitor student exams in individual rooms. I am looking to setup my own local network with wifi, but I would like to not setup any internet connections on this network if at all possible. Will the PC IP config software be able let me manage and record onto sd cards as long as I am on the same network?

It should work as long as you are on the same network. The PC you want to administer the cameras on and the cameras should be on the same wifi/router. This set up should work even without any internet connection.
