camera connects to everything but NVR

Ok I purchased a kit from amcrest with a 8-ch NVR (NV2108E) and 4 POE cameras (IP2M-843E). I have 3 of the cameras connected with everything NVR, tiny cam, I can view through ip address in web browser EVERYTHING! Then I have 1 camera I can do everything but NVR. I do not get it, I have factory reset, changed the ip of the camera and NVR, Changed username and password, Changed ports, EVERYTHING! I can not figure this out. Can someone please help me. I even purchased a separate POE switch to see if that would help (it did with getting it all to work with tinycam).
