capture video given two timestamps

Hello,
We are using the following API
4.11.7, Download media file between times
We get a stream of bytes -- but we can't play the video. The timing information appears to be there but no video. How is this API supposed to be used ?
We are hoping to specify two timestamps --- and get the video captured in that range. It is not working for us. Any recommendation, steps ?
here is the example from the HTTP spec
