Hmmm More trouble shooting might have found my issue. I switched the other network cable connecting my poe power supply to the switch, and switched ports on the switch. and it is looking much better.
So it appears that one of those two items had gone bad.

I recently purchaced a 8 meg POE camera, and am a little confused on the video quality. Hopefully it is just a setting that I have messed up but to be frank it is terrible.
