DVR worked initially. No longer works. Restarted, rebooted, uninstalled, and installed again.

App and Smart Client No longer displaying footage
I just set up the system. Initially the footage displayed on the laptop screen although there was a slight delay. Went to set up app----message kept displaying load streaming. I have restarted, rebooted and plug out the system to no avail. Please help. System: 960H
