three ip2m-851b failed

I just installed 3 ip2m-851b about 3 weeks ago.
one by one they failed.
Wifi was also limited range
I tried 3 different browser to login in to my fixed ip address
Nothing
I used amcrest ip config
could not find
I used SmartClient
could not find.
Then I pushed reset button and released after 3 flashes/2 flashes/1 flash
I then tried the smartphone app
nothing
my dhcp is 192.168.0.x
I then did the cmd arp -a
and found mac address at 192.168.1.108
I repeated everything
Nothing.
Now what?
