No longer get notifications on my phone

I was getting notifications on my android phones then all of a sudden none. I uninstalled the app on phone and redid all the settings again, and still none. I called the rep so freaking annoying 3hrs later got nowhere except pissed off. So he told me I didn't have the config enabled which I did. Then he went on about a moto tax like who knows what that was 25 mins later I had him spell it - remote access on the computer. He didn't even understand that #'s or anything so he couldn't help me! I told him I have never been able to get into the app on the computer it always said login failed. He told me he couldn't help me! Going on 3hrs with this guy, I asked him what kind of rep can't help a person? Then he said I needed to go to the website to request security password to reset DVR. I have no issues with my DVR. My original issue was with phone app no longer getting motion notifications. I gave up on the computer useless app in 2016 when I bought the system, no one had a clue or understood then. My phone app is a needed thing I really need. After getting irate with him, I was steaming then, he finally understood, and told me to uninstall the app on the computer. I kept trying but it said -

the tech was no help, he told me to call back when I get it uninstalled and reinstalled.

What do I need to do? My main issue was the no longer getting any notifications on my 2 android phones. My computer issue I gave up on in 2016, when no one could help me with that, so it's useless to have.

This kind of an obvious question but did you confirm that you have notifications allowed in the Android settings?
